  Recently, the National Development and Reform Commission and the Ministry of Commerce jointly released the "Catalogue of Industries Encouraged for Foreign Investment (2019 Edition)," which takes effect from July 30, 2019.
  From a content perspective, it includes two subdirectories: the National Catalogue of Industries Encouraging Foreign Investment (National Catalogue), which applies nationwide and outlines policies to promote foreign investment in specific industries; and the Catalogue of Advantageous Industries for Foreign Investment in Central and Western Regions (Central-Western Catalogue), primarily targeted at the central-western and northeastern regions, serving as a regional policy framework to encourage foreign investment.
  The 2019 edition of the encouraged industries catalog continues to prioritize manufacturing as a key area for attracting foreign investment. Over 80% of the newly added or revised entries in the national catalog fall under the manufacturing sector, further encouraging foreign capital to flow into high-end manufacturing, smart manufacturing, green manufacturing, and other related fields.
  The 22nd category of the chemical industry—hexamethyldisiloxane manufacturers—is encouraging foreign investment, covering areas such as supporting raw materials for synthetic materials, synthetic fiber ingredients, synthetic rubber, engineering plastics and plastic alloys, electronics applications, high-performance coatings, advanced fluororesins, fluoropolymer film materials, as well as the production, storage, transportation, and liquefaction of hydrogen fuel, and the manufacturing of organic polymer materials.
  In the new materials industry, entries for aerospace-grade new materials, monocrystalline silicon, large silicon wafers, and more have been added or revised.

These processes also enable the in-line addition of additives during melt spinning to produce differentiated and functional fibers—such as antistatic, UV-resistant, and colored fibers—as well as advanced, intelligent, and ultra-realistic differentiated and functional PET fibers and their production. Additionally, this includes the manufacturing of differentiated and functional modified fibers for other chemical fiber types, such as acrylics, nylon, spandex, and viscose.

Engineering Plastics and Plastic Alloys: Production of non-phosgene polycarbonate (PC) with a capacity of 60,000 tons/year or more, along with polyoxymethylene, polyphenylene sulfide, polyetheretherketone, polyimide, polysulfone, polyethersulfone, polyarylate (PAR), polyphenylene oxide, polybutylene terephthalate (PBT), polyamide (PA) and their modified materials, as well as liquid crystal polymers, among other products.
  8. Fine Chemicals: New catalyst products and technologies, commercial processing techniques for dyes (and pigments), electronic chemicals and paper-making chemicals, leather chemicals (excluding N,N-dimethylformamide), oilfield additives, surfactants, water treatment agents, adhesives and sealants, production of inorganic fibers and inorganic nanomaterials, as well as advanced deep-processing of pigment coating treatments.
